Arizona Rep. Andy Biggs (R) is criticizing a bill regulating federal investments in historically black colleges and universities. On Sunday, the congressman tweeted an explanation for his vote against the legislation. He cited his concerns about federal interference.
The Propelling Agency Relationships Towards a New Era of Results for Students or PARTNERS Act aims to increase regulation of federal investments in these institutions. Biggs said he believes these colleges and universities are doing fine on their own without the federal aid.

The GOP representative was one of six members of Congress to vote no and the bill is now headed to President Trump’s desk for signing.
